Minister for Tourism, Denise Charles-Pemberton says it is time to decide if Dominica's carnival is a product to attract visitors to the island, or it remains simply a local cultural celebration.
Last year a carnival task force was appointed to review Dominica's carnival product and make recommendations for its improvement.
She says these products must be aligned to achieve the goal of over 500,000 stay-over visitors.
